
Recently, I worked with a professional lobbyist on an advocacy plan for how to turn a bill into a law. The first step in their plan was to do an “environmental scan” to get a sense of who was doing what—what legislation was already circulating, which interest groups were supporting or opposing it, and what had been said about it in the press. To do an environmental scan is to be outside now. In addition to this, I think that an advocacy organization or person can rely on their bodily senses to be part of this environmental scan: Listening is key.
